The UMRBA Board stated opposition to the proposed diversion of water from the Missouri River Basin via the Devils Lake Basin. The September 24, 1997 resolution expressed that opposition particularly in the absence of a complete and full analysis of alternatives consistent with the requirements of the National Environmental Policy Act (NEPA).
Following a March 13, 1998 letter from the Council on Environmental Quality stating the Corps' intent to comply fully with NEPA, UMRBA issued a second resolution reaffirming its concerns with the proposed out-of-basin water diversion and asserted its position to be involved in the NEPA process.
