UMRBA FY 2028 Federal Investment Priorities

Building upon the Upper Mississippi River’s deeply rooted partnership and successes in effective multi-purpose management, UMRBA’s FY 2028 funding priorities for U.S. Army Corps of Engineers programs and projects include:

• The Upper Mississippi River Restoration Program (UMRR)
• The Navigation and Ecosystem Sustainability Program (NESP)
• The Upper Mississippi River System Flow Frequency Study 
• The Upper Mississippi River System Flood Risk Reduction and Resiliency Study
• Lock rehabilitation and maintenance
• Navigation channel maintenance and management

In addition, UMRBA is requesting that the Administration recommend funding for the Gulf Hypoxia Program through the U.S. Environmental Protection Agency.
