The Governors of Illinois, Iowa, Minnesota, Missouri, and Wisconsin agree upon a set of principles for managing the Upper Mississippi River and, individually and collectively, reaffirm their support for UMRBA as well as request that all federal departments and agencies with river-related responsibilities cooperate with UMRBA and utilize its forum for coordination of their river-related policies and programs with the basin states.
