This Implementation Issues Assessment documents partners' resolution regarding a variety of outstanding issues and challenges that would individually and collectively enhance program implementation. The Assessment evaluates 13 issues, including a concise summary of the problem or opportunity, relevant policy, and partners' recommendations. It outlines a process for partners to advance the recommendations and to review progress.
