Major river systems like the Mississippi River require a sense of unity and a shared commitment to solutions.  Unity requires an appreciation of neighbors and conflicting interests and common knowledge of the resources, the problems, and opportunities.  It also requires having a shared vision for the future and a plan to achieve that future.
